I need a fairing to make my roof rack livable and I have an abundance of old license plates. I think it would make a cool fairing. Does anyone know how exactly they work?

If I can drive around with about 100 beer labels on my fenders, then yeah it probably would be so long as you remove the registration tags on them first.

Run a more gentle slope to your roof rack to reduce the wind noise and it should be fine. How close to your windshield is your roof rack?

Copy the slope/angle of a Thüle rack, or some such. I think you challenge is fabbing it so it makes no noise and stays together. The copied shape should take care of the noise; you just need to put it together in a way that doesn't vibrate and is rock solid. You can't weld because that would destroy the license plate finish. So maybe get your hands of body panel epoxy instead?
Please build this and post the build on Oppo. Sounds super neat!

about a foot and a half. My main problem is i can't hear my music over the wind noise with the sun roof open.
